Alabama: The Strange Vote

Walker County’s Rep. Ken Guin last week cast a crucial “yes” vote in the Alabama House of Representatives, giving Jefferson County’s controversial occupational tax the legs it needed to pass.

What is wrong with this picture?

Guin opposed the bill and he was not anywhere near the the state capital (Montgomery) at the time of the vote but sick in his home about 150 miles away.
